Building Resilient Communities through Devolved Climate Finance

Adaptation Consortium pilots approaches to planning and financing, in partnership with the county and national governments, which strengthen climate resilience in five ASAL counties. The Consortium builds on a pilot project implemented in Isiolo between 2009 and 2013. These areas are experiencing impacts of increasingly variable climate and are impacted harder by climate change.

  • Ada Covers 29% of the total landmass of Kenya with a population of 3.3m
  • CCCF targets direct beneficiaries of 680,000 vulnerable people
  • Ada budget is £6.5m (2013-2017)

ADA Objectives

  1. Support county governments to be climate finance ready and mainstream climate change into their planning systems.
  2. Build the capacity of local people to effectively participate in county decision-making over the prioritisation of climate finance in support of their priorities.

ADA Approach

The approach is designed to establish mechanisms that give county government access to climate finance, that integrate climate information into county development planning and budgeting systems, and that also allow poor and vulnerable households to prioritise investments that fit with their understanding of a resilient pathway out of poverty and climate vulnerability.
